Who said nimbys are being collaborative? The problem is the yimby/nimby binary. It reduces complex and highly context-dependent social policy problems into a binary ‘culture war’ choice.

I see your point that the Y/N-IMBY binary is reductive. But getting the housing built is also a binary outcome! Many will say “cities are full, don’t make me pay more, and you go live somewhere else” regardless of the size or density of the municipality.
I don’t think we’re thinking about collaboration in the same way. IMO concepts like ‘metagovernance’ and ‘wicked (policy) problems’ can help us to avoid binary reasoning when thinking about these really complex problems :). Check ‘em out!
Probably the closest I’ve seen to collaboration is handing free cash to boomer urban homeowners in the form of convincing them to turn their homes into plexes.
