The House budget resolution would require the Energy and Commerce Committee to cut federal spending by at least $880 billion. That is the committee that has jurisdiction over Medicaid.

There is no ACA repeal debate this year. But, the health spending cuts envisioned in the House budget resolution could exceed the reductions in 2017 ACA repeal and replace plans from Republicans.

CBO has estimated that a work requirement in Medicaid would save the federal government $109 billion over a decade. So, that alone doesn't come close to the Medicaid cuts the House budget resolution calls for.

The 2017 repeal bills would have rolled back the ACA Medicaid expansion and imposed per capita caps. Wouldn't those two combined have been larger than ACA expansion rollback + work requirements.
I guess the increase of ~5 million in expansion enrollees increases the "savings" from rollback...

It partly depends on details and timing. But also, the 2017 ACA repeal bills rolled back ACA-related revenue provisions as well, so the net effect on the deficit was less.

What exactly is the relationship between a reconciliation budget resolution, if they pass one, and the spending bills to come that would enact the targeted cuts? Republicans passed a resolution of this kind in early 2017, right? Then failed to hit targets by failing to repeal ACA?
