ermergerd, dude.. SO! I fixed the issue. This issue, i'm sure is what was giving me problems with my old AMD, too... I was running the GPUs on the wrong PCIE slot! Quite literally cutting the power down to a quarter. source of my bottleneck on multiple fronts. 🙃
