Infectious Ennui is Slow but targeting a usually better save to target, with a slightly weaking Fear taped on WHICH CAN'T TICK AWAY ALL THE WAY, AND it has a repeating effect on enemy turn so in addition to the fear sticking aspect this makes the Sustain nearly a full spell effect in power.

This is arguably better than a literal Rank 4 spell that came out earlier that is basically just Slow targeting will, but with Stun 3 instead of the normal Crit Fail.

okay but why are you considering an 'only exists to be used/learned from by an npc' spell as if it's something that a pc could just learn/take on level up? it's both rare and specifically from an AP, it's not something that is just accessible outside of that context

Rarity isn't an indicator of or meant to be used as a balancer for power.

And outside of PFS play there's not really any sort of ban based on AP source other than GM. There's literally rules in the game for buying Rare items.

And the GM's ability to not include it doesn't make it balanced.

Also the R4 spell I said this is better than is ALSO from an AP.
