Just setup a new Windows 11 Pro gaming machine.
They really made it a pain to setup a machine with just an offline account.
Microsoft loves making it difficult to force you to login with an Outlook account.

Sign in -> Work or school account -> sign in options -> domain join instead
You can then just put in the name you want for your computer.
