(Caveat: IANAL) Technically, I don't think they DO have special clearance. It's an Executive Branch office, they're Legislative. Usually, the agency is quite welcoming to the branch that allocates their funding (Congress), and so they are invited in and allowed anywhere they wish to go. BUT...

...with President Musk taking physical control of the spending apparatus and ignorant ideologues now at the top levels of the agencies, they may feel no longer beholden to Congress. And so they can decree Congresspeople aren't allowed in and demand that LEOs enforce trespassing law.
