Can confirm all of the Particle Reconstruction issues below have been fixed, including Arbalest, Jotunn's burn, Vex's LFR mode, and Chill Clip not correctly applying Particle.

Particle also no longer stacks with Weakens, and 30% debuffs do correctly take priority.
