Both, as they are the kinds of user / competitor / market signals that product managers should be paying attention to. The fuss, from what I can see, is thinking that it's something more than business as usual for product managers.

Yeah, maybe so. But isn't managing situations like that just everyday stuff for product managers? It's why they should be learning about emerging tech, horizon-scanning, watching the market and competitors, etc., and using that to think critically and then guide conversations with stakeholders.
