The two are not mutually exclusive. They may not be able to prevent the confirmation given that they do not have the numbers in the Senate to shut his confirmation down, but it seems like they are doing the best they can to throw sand in the gears

Doing what they did and also ensuring that the public hears about it is actually a good way to raise this issue in the court of public opinion, which from a position of minority in legislature is the best way to ensure the public is mobilized to give them the ability to do more after the midterms
Don't Senators have the power to put a hold on nominations? I seem to recall GOP doing that, and Schatz said he would do that in certain cases, just recently. If they can do that, why aren't they?
