Um. We did that in 2021 (bigger mandate than Cameron had for Brexit referendum) but Westminster refused to ‘let’ us have the democracy to do it. A ‘precious union of equals’ not.
No, the Conservative government did not stand on a manifesto which included a Scottish independence referendum. You can't claim they were elected to deliver one.
They agreed to it because the Scottish Parliament had a mandate from the election in 2011.

Which bit of the UN Charter do you think this is contrary to? I suggest you start with Article 2.
There have been 4 General Elections since then, in none has a majority of the elected Parliament supported another referendum.

So if you want another referendum get Parliament to do it again.
