I don't have an answer other than that the City decreed that in our commercial zoning Small-Scale Pharmacy should go through the kangaroo court, but e.g. Grocery or Drug Store doesn't.

Some small scale pharmacies are methadone dispensaries. Neighbours (voters) wanted to hear whether this is the type of pharmacy being proposed on their street. I don’t have research into whether this is an actual problem or a perceived one. But politicians care what voters assume.

And I am sure some people have reasons why they don't like secondhand stores, but is this something that should be regulated on a case by case basis and be contingent on which neighbourhood can organize the loudest response?

Generally as you know I’d agree with you. But some retail is weird. “Drug dealers” will pay higher rent and get the spots over other businesses. At one point we had 6 “medical marijuana” stores within a 6 block stretch near our house And yet another one wanted to open. Neighbours said “enough”

If the market thinks that a 7th dispensary is a viable business proposition, it sounds like many neighbours are eager customers who would welcome such a business. Invisible hand, etc.
