I really don't know. I'm speculating that differences in gun ownership and laws might be a factor. Perhaps the stress and lack of opportunity in certain places increases despair and violence? Cultures of mysogyny and abuse?
Unfortunately if these states want to see change they will need to fight for it, as anything at a federal level is now impossible.
