Contractors wouldn't be familiar with the laws and responsibilities. ICE and CBP would; those contractors are going to be prosecuted when this is done. They have broken constructional law.

They figured out that they could go after the low hanging fruit with minimal effort by picking them off at hearings and check-ins. These are people who are in the legal process of being here. They are not "illegal".
