Philippines isn’t an underdeveloped?

Filipino gov. has been relying on international assistance & aids since it becomes the independent.

According to my Filipino 🇺🇸 friend, the gov cannot afford to vaccinate own citizens. Some people live in the cemeteries & dump sites. Not enough jobs.
