According to some retconned lore, the Fat Director got the idea for NWR having blue and green liveries came from the Mid-Sodor Railway. He must've seen Falcon & Stuart in 1920 with their blue and green liveries.

The Fat Controller decided blue would be for passenger engines on his railway. Green would be for mixed-traffic and freight.
NWR blue is rather light compared to MSR blue-
Presumably this is referring to the lighter shade of blue seen on Caledonian 419, rather than the darker blue we see on CR 828.
1) RAF/Air Force Blue (pre-56), adopted coincidentally the same year Thomas was purchased by the NWR in 1920. Very similar to Dalby's interpretation of NWR blue, as well as future illustrations.
The closest thing to a canon shade of NW blue is what Wilbert used for his models, which was a Humbrol No.189 "WW1 blue". Light like the lighter tone of Air Force blue...
