No they aren’t clouds.
Most of the buildings in the East Village are tied into the Enmax District Energy Centre which generates hot water for heat so it creates a huge vapour plume on cold days.

I can’t see sunrises unless I go out on the balcony and peer around the corner but I love how the rising sun lights up the buildings in front of me.
