No, "facilitate" only means to make something easier, and does not mean to cause something to happen ("effectuate"). Trump can facilitate the return of Abrego Garcia by handling all logistics (such as transportation from the prison to the United States), but that does not effectuate his return.

Mr. Garcia originally escaped from El Salvador because of threats against his whole family from real gangs. It's very possible that Trump sent him back there to a death sentence meted out by the very violence his family sent him to the US alone at 16 to save his life.

If Mr. Garcia is not alive, I believe that the people involved in his illegal deportation should be prosecuted for abetting in his murder. This would include the federal agents, their supervisors, and the head of the agency for not complying with a standing court order.
