My son's in there 2x by court, changed his last name to include missing hyphen in his last names left out on original birth certificate. Same SS# used twice. There may also be adopted people in there. Also gender changes. And women like me who changed name when married. And divorced.

Yeah, I'm fairly certain there's a flag column either in that table or in a pivot one that designates the "active"/most up to date row that's used. The other rows in there with the same SSN are basically just a ledger of changes that can be used for proper record keeping.
