A few years ago, I taught at a school that had women like this come in and work with our K kids. They were a Godsend. Literally, as in they were so impactful on the kids I have no doubt God sent them.
I have volunteered in a lot of schools reading with early years children. I'm not sure why this means Helen Anne can no longer go in and continue the good work she is doing? Surely as a volunteer she is free to use her time and the school is welcome to have her continue? (Confused...)
Someone is doing that coordination of volunteers including doing things like making sure that the volunteers have background checks so they're not like sex offenders. Presumably that person is being paid.
This. Ours also had training that was paid for, and some may have had transportation. Idk if they had a stipend paid (gas/food), but it was mostly volunteer.

Not trying to advocate for nixing the funding. Just thinking if this woman is heartbroken, I want a fix for her, and if she's already vetted (has done a background check) and it's already been stated she's a volunteer and she's already been trained, I just don't understand why she can't continue.
I work in a school. There is one form, in my state it's called a CORI, that folks need to fill out. That's it--and the woman in this article would have already filled one out (it's a criminal background check.)
