Some of them pivot to disinformation, some are sold and the new owners can do the same. A large follower base is also useful if advertising becomes prevalent.

This particular one casts a pretty wide net and has some questionable blocks in there. To keep up with the volume of this kind of account, there's bound to be some possible false positives.

Gaming the system is ALWAYS destructive of trust, system-wide utility. Even if no one had ever invented something called a TOS agreement, it would still be bad for the community, there would be grounds for banning bad actors. No one reads a TOS. Report the bastards if you think they steal attention.

Most of the users that I report are "misleading" —they're pretending to be a famous person, or a real person (but they're a bot,) or pretending it's actual info but its just clickbait. I don't tolerate any of it. I just report for banning. Keep the commons free from abuse! Kick the bastards out.

I use "other" then explain in the text box that they are stealing content without credit so there may be copyright issues. No idea if it works though.

blocking prevents them from stealing your art or photos, if you're an artist or photographer. Muting doesn't help with that. Content scrapers *steal* other people's work and post it as their own without credit.

Unless they are replying in your feed, there is no difference. If they reply to you, blocking effectively kills those replies.

if you're an artist or photographer, chances are a lot of these content scrapers will try to follow you. Blocking is the only way to prevent them from seeing *and stealing* your work.
