They are firing skilled scientists.
They are not hiring emerging ones
And the 'cognizant in chief' thinks this is actually smart
("do not effectuate NSF priorities" is a masterful use of the exoneration tense)
Note the attempt to hide the fact that this is all about Trump executive orders by coyly tucking away "the Administration" between "Congress" and "the Director of the NSF"
Yet it sure looks like investigators are being invited to target members of non-protected classes (geography, SES).
No. Trump's lawyers gave us some words we could say that allow us to ignore that. We hope.
Yes, if those groups happen to be white men from under-served regions of the country.
It's what we've been trying to do. We don't measure results by how we advertise our presence. We measure results by who shows up when we do. This inevitably results in us doing more in one place than another as we try to obtain a true reflection of the United States.
