My friend and I were once sitting at a table in a busy cafe when an older guy plonked himself down in the third chair at our table without a word. We then loudly discussed her menopause and my bad periods. He was clearly uncomfortable. If he'd asked, we would have happily said yes. But he didn't.
No, they are being polite. What they actually want is for you to vacate their personal space as quickly as possible, or for the ground to open up beneath you and suck you down to the earth's core ... whichever gets you away from them the fastest tbh...
Did this once in a restaurant. A Belarusian guy asked to join. We obliged. He was very strange and passive aggressive. We left with a sour taste, with him sat at our table. There’s a reason most people wouldn’t ask to join a couple at a cafe/bar.
