My calls to senators have gone to voicemail no matter which office (local or DC) I'm contacting, even during business hours. I have no idea whether those messages are ever heard, let alone shared. I'm still calling. But I'm losing the will to keep that up.

Fwiw anecdotally the calls to elected are still at "very high volume" but slowing down. That's not good.
