The EU should use frozen russian Central Bank assets to fund peace in Ukraine by creating a Ukraine Development Bank.

Legal frameworks must enable reallocating these assets for defence, infrastructure, and recovery. With US support ended by Trump, the EU must lead to ensure regional stability.
