In Australia, the local council has the authority to enforce building regulations. If a building is found to be non-compliant, the council can:
issue a fine,
issue a demolition order,
Seek legal action, including court orders to demolish.
Hopefully US councils have this authority & apply it here.

They should be fined for every day they didn’t have it. This is the city where they ticket a car the nanosecond the time on your parking is up or if you are in violation of any of 1000 parking laws to park on the street. This shouldn’t be a problem. Fine them. Shut them down until they pay.

Elon doesn’t respect the rules or laws that our society in the U.S. is to abide by.
Did the inspectors "fail" to sign off on the renovation or did the inspectors "refuse" to sign off on the renovation.
One makes it sound like negligence on the part of the inspectors and the other suggests a diligence by the inspectors.
