thanks! And to go back to my point though, I'd be interested if not-English governments protected capital expenditure in health much? My feeling from Scotland is they probably did a little bit, but probably not enough

It's a problem across public services. From a low base, capital budgets were cut heavily in 2010s. NHS was actually relatively protected. MoJ capital budget was cut 50%

Big cause of poor productivity: staff can't easily do their jobs in crumbling buildings, on slow IT and without latest equipment
