I mean you'd have to implement it yourself, much like RPCSN did. It would take about as much effort (if not more effort) than getting the PC port running outside Like a Dragon and implementing the already available netplay functions.
unsure, but chances are even if it's hard tied to those services there'll be ways to get around it and especially since all you'd really need is a p2p connection
it is, but xenia's pretty intense on lower end pcs to run. and while rpcs3 has been working it also needs a lil bit more out of a pc, not a whole lot but enough to have a lot of people be turned away because it's either rpcs3 or the 60$ collection on modern xbox.
