yea you need to do a certain amount of pulls to trade for one of characters on the banner. for this one (and the last one) it was 300 single pulls or 30 ten pulls and for every pull you get stickers and you use those stickers to exchange for characters on the banner

I've had this happen to me once I think (for sanrio event, aimed to use the exchange to yoink the last card I was missing)
