I wrote years ago about how McKinsey came in and ruined CIA. The biggest problem, imo, was a total lack of understanding about what the "bottom line" is in intelligence. It's not profit. 2/ https://alexzfinley.com/2015/07/08/re-up-are-management-consultants-ruining-cia/

Federal government is about providing services to and protecting citizens. Choosing where we spend our money reflects the values we want to uphold and prioritize. An "entrepreneurial" approach won't do that. 3/
