16 years ago Minnesota became the butt of late-night jokes when the state Supreme Court ruled that used bong water should be considered an illicit drug. That era may finally be coming to an end.

Yup. In the case of meth:
3.9 ounces of bong water: Not a drug, not subject to criminal penalty.
4.0 ounces of bong water: Considered the same as pure meth, triggers a first-degree felony charge with up to 30 years in prison and a $1 million fine
