There were no modern parties yet but Hugo was associated to the “Parti de l’ordre”, a bourgeois, liberal-conservative if not reactionary loose group of deputies. Hugo is inconsistent though: on some topics he was (or later became) more progressive.
Was confused until recently how it was practical for candidates to withdraw between the 2 rounds. The slip of paper with a single name on it blew my American mind.
If France had more typical ballot papers printed by the state with every candidate's name on it, this coordination would be impossible.
