its standard for a lease to say that about shit like fires and other disasters just so that they don't owe you anything if that happens - my lease in NYC said that, don't freak out too much!!
If it's not been stated by the landlord I imagine it would be yourself declaring the issue if it wasn't fixed. Provided you're not negligent and it doesn't say otherwise in your tenancy, the landlord should responsible for maintenance and repairs.
