The bill deems REAL ID acceptable as voter identification. REAL ID is now required in most states for drivers licensing and is not priced much beyond previous drivers licensing costs.

In order to obtain a REAL ID, you need to present documents that establish your citizenship. I got mine earlier this year - a U.S. birth certificate & certified copy of a name change order were required in my particular case. Marriage licenses, naturalization papers, etc. are on the documents list.
Real ID requires a passport or other proof of citizenship and is only required for boarding domestic flights or entering federal facilities. If you’re not going to do that you do not need one.
OP commented that the cost of REAL ID is a poll tax. In my state, a valid state ID or driver's license is required in order to vote, be it REAL ID or an Enhanced Driver's License. Both cost under $30. For many people, the real barrier to voting is obtaining the documents to get either form of ID.
