This will force out many early career researchers. I'm not even in a "controversial" field and my grant renewal has been delayed. So much public sector research relies on efficient training and knowledge transfer, breaking the academic pipeline will take years to fix.

Even if "just a delay", there is the potential for these actions to force some grad students and post-docs to go unfunded for a period of time. Many will not be able to afford any lapse in funding, and will be forced out of their programs.
