Actually, there is an ongoing debate about that. Some people hope they'll move straight to all supreme justices, because if you get judged by one, you can ask to be judged by half, and then by all as two leves of recourse, but if you're judged by all, you've already got your final judgment.

That one judge did end up getting all the major cases though, because he was responsible for investigating "digital militias(criminal organizations)" and similar themes go to similar justices, but pretty much every big crime these days is digital in some way, so that judge got all the work.

Also, fun fact, the guy tried to escape saying Trump had invited him to the inauguration cerimony.

The judges asked him to produce an invite, letter or e-mail from Trump saying he was invited and fortunately that didn't happen, so yah.
