You can cut 10% simply by refusing to use the always inflated numbers requested. Each year, the DoD goes on a spending frenzy in September. The common phrase is use it, or lose it. Then they add 10% to whatever they spent the year b4. What if the DoD adopted a budgeting method that stopped this?
