To your point, a big part of this is design. Modern homes are designed to use ac when it's hot. We could design homes that are less demanding of that system, and that's an issue for the homebuilders.

As an European, THIS. Until yesterday most homes (in Italy) were planned/insulated to save on heating, now the planning takes external heat into account. I must also point out that AC in badly insulated homes/apartment complexes results in the whole area getting the open-fridge effect.
It definitely goes the other way as well. I once rented a house made in the 50s. A couple months later, an instructor told me homes in the 50s didn't have much insulation since heating oil was cheap. It was definitely expensive to heat in winter.
