Great start that focuses on pollution produced by the combustion of fossil fuels. Hopefully this can serve as a model for other states and will survive legal challenges from the big polluters.

That article doesn't define the mechanism in the law. Who are the polluters, how will the fund be managed, what is the price and so on?
