His ratings were lower than Leno's, but Leno's ratings also dropped when he first took over from Carson, so there's always that growing pain period and NBC decided they didn't want to deal with that.

It might not be a fair assessment from me, since I am not from US, BUT... I personally know Leno only from the story of how he screwed over Conan. Even from internet clips I see more of Letterman than Leno. Not to be mean, but his cultural impact seems to be zero.
