There is, obviously, no statutory authority for DOGE to have any role in regulating Congressionally appropriated funds.

I have only seen/heard the messages down the chain a little bit, but I assume it comes directly from the administrator at this point, who is pretty clearly on board with all this. The compliance form I've seen includes a reference to Zeldin's "Powering the Great American Comeback" Initiative.
