No they're not. Plenty of new models being launched sub £30K with a few sub £25k and 1 (Dacia Spring) just about sub £15k fr base model albeit very small. Have you not seen the Citroen EC3 advert yet?

That's before you even look at the 2nd hand market...
I would say things like improving public transport, encouraging flexible working policies, and ensuring people have local services nearby are the things to focus on.
On a base level, people are still going to be stuck in traffic if everyone is in their car at the same time in the day.
