TBFH, I think free public transit (for everyone, seriously) is a good idea, but I realize there are people who can't stand the idea that anyone is actually (net) benefiting from government services.

That's why it should be a percentage of expendable income. That's what they do in some Scandinavian countries. They look at the cost of living in your area, subtract that from what you make, and you pay a percentage of that based on how bad the fine is.
Very good parenting tip. When I make a rule my first thought is always "how can I enforce this". If the answer is "I can't" then I know it's a rule I'd be very unwise to promulgate.
