He doesn't understand the economics of oil. It is a fungible commodity. A barrel of Russian oil can offset a barrel of Venezuelan oil as easily as it offsets a barrel of US oil. So Venezuela will just sell more oil to countries that don't trade with US. (Yes Russia)

I am guessing that he would put a tariff on those Countries imports to the "United" States so that, in addition to Canada and Mexico import tariffs, he'll also make us pay more for imports from all the Countries that buy oil from Venezuela.
