I’m not really sure why they aren’t ramping up production of the H5N1 vaccine. We have one, why wait until people are dying? Why not just offer it?

I don't think that's true..there are many H1Ni viruses...the flu, for example. So there are "H1N1 vaccines", but I don't think they are designed for the bird flu.
