Elon is a deranged mental case. Sadly, it happens to many highly intelligent people. Elon can make all the offers/decisions he wants with his own money, but he's in no position to make those decisions about taxpayer money.
Guarantee you most of these people are eligible and ready to retire. September gives them 9 more months added to their annuity calculations. Plus, are they still earning leave while being paid through September? They're giving money away and increasing the workload on the people left.
The annual attrition rate for the federal workforce is somewhere around 7-8% which means that musk just handed out eight months of free salary to people who were probably going to quit anyway.
It's not that heartbreaking. They have to know what they're doing. While I think half the US is stupid, these people cannot be unaware of what is happening.
Sorry, I mean that Elon won't pay them a cent. That buyout is a lie. They have just signed away their paycheck. Twitter employees have still not been paid out for taking the buy out. It's a way to get people out the door. I would love to be wrong.

Probably, these are the most skilled workers, who can easily find a position in the private sector or start their own business (selling to the government).

They shouldn’t do it. Musk cannot be trusted. Ask former Tesla, SpaceX and Twitter employees. Musk always breaks the terms of agreements and has to be sued.
This is NOT how one runs a government or any business. Wholesale layoffs or firings doesn't take into account the loss of decades of essential experience needed to protect and benefit the public. Most public sector workers are seasoned experts/professionals, not low-level administrative clerks!
