Honestly, how did anyone not think about the ownership of the steel plant? Who did the due diligence on this contract? Why are Russian companies being permitted to own U.S. strategic assets? How many U.S. companies own Russian strategic assets?
Some people may think this was nefarious, but clearly, people underestimate the sheer incompetence of Russian people. Just look at Russia's defense industry and one can't be surprised they tried to skimp on production quality while pocketing money.

The most likely scenario is that there's a strong firewall between the Russian ownership and the US management... but still, Russians shouldn't be making money off of US defense contracts!
