Not sure how that would tie in with the EV push since that specific market segment of welfare-dependent wheelchair users buying an EV should have a large impact.
These are perfectly accepted “compromises” as part of the cut. Anyone with some foresight can see how this is aiding Chinese to leapfrog the West in critical future tech
In practice, the lack of infrastructure to support effective use of and transition to EVs is likely to have a significantly greater impact on the uptake of EVs
