Yamaha C40 is a very popular beginner's guitar. Most music stores have them in stock. I believe there are also couple of smaller versions of this model: 7/8 and 3/4.
Just go by price. I wouldn't spend more than $150, but you can get a decent one with a case, strap, and a pick for under $100. They're fine for beginners. Most big box stores sell them
Keep in mind that hand size can affect guitar choice. If she has small hands, you might want to consider a guitar with a smaller neck. High action can also make a guitar difficult to play. Start with light gauge strings.
Seagul makes some very nice guitars in the $400 dollar range. FB and CL have some high quality guitars that are significantly discounted. If you know someone who plays, ask them to come with you and try them. It can be frustrating to learn on a crappy guitar.
