Montreal began with bike-sharing in 2009 & it's grown exponentially, spreading to other cities. Winter service is now available too. It may not be for everyone, but it solves theft & storage problems for many.

As an occasional visitor to Vancouver, I do very much appreciate Vancouver investing in its public transit system. I might also add if you're adding stronger bike support, rental bikes & scooters (like in Seattle) can help make sure it's used that way.

... add a requirement that businesses cover/enclose the sidewalk in front of their business, but allow them to build ABOVE that area. Solid footspace increase for business, and now covered walking across the whole city for pedestrians & bikes.

Further, this can be coupled with initiatives to encourage building breezeways connecting buildings (especially public-access ones at a specific height above ground level). This would again increase space for business development, but once wide spread, could effectively double the storefront space.

Plus, this has the added advantage of turning the city into a proto-Arcology, which brings a ton of benefits, without the engineering hurdles, such as increased living/working space.

To go further along on the proto-arcology route, the outlying areas of the city could include wind ramps, encouraging wind to go over the city instead of through it. This would allow for taller skyscrapers, and easier temperature control, drastically reducing energy expenditures.

Massive bike carriers on buses would solve most of this, but also slow the bus service.
