I've yet to meet a libertarian that has even a smidge of empathy for anyone other than themselves & a trend where all their failures are due to external forces, not themselves. Every one I've met has narcissistic traits.
I suggest 'the young'of all species are naturally antagonistic to competitors, i.e. everyone other than those who feed/care for them, but learn empathy through kindness from others.
You can teach empathy, children can learn it. Even psychopaths can learn of its importance, without necessarily fully understanding it. We expect parents to do this, and christ only knows teachers are under enough pressure in schools.
As long as we are pressuring parents with the basics in life, home, food etc. through austerity we are reducing their capacity to feel empathy, and pass that on. And teachers are too pressured with their increased workload. We're failing kids, and failing our own future.
It’s more likely that those organisations either attract people who lack empathy, or they are the only ones who are able to remain in those positions. 🤷

I don't think you can teach empathy, but I think you should be able to spot the absence in the young & maybe try to give them other coping mechanisms.
